Why Go Legal? Build Smart & Receive Grants
Thunder Bay’s Housing Accelerator Fund includes a Community Improvement Plan (CIP) encouraging legal ADUs with generous funding to help offset costs.
Grant Highlights:
Additional Dwelling Unit Grant: Covers up to 100 % of eligible costs—max $20,000/unit
Servicing Grant: Helps with municipal water/sewer upgrades—up to $10,000
Permit Fee Grant: Covers up to $10,000 in building/planning fees
Grants are issued on a first-come, first-served basis. Funds are fully allocated in 2025. Next round is in March-April of 2026. Don’t wait as those with the required plans and paperwork completed first will most likely be awarded the grant.

Inspections & Handover – Final walkthrough with you and official occupancy permit
What is a "Legal Suite"?
Legal Suite (aka Legal ADU or Secondary Unit)
A legal suite is a separate dwelling unit within a home (often in a basement) that:
Meets Ontario Building Code requirements (e.g., fire separations, ceiling height, ventilation)
Has proper permits and inspections from the City of Thunder Bay
Is built in a zone where ADUs are allowed (e.g., R1, UL zones)
Includes independent means of egress (usually a separate entrance and/or egress window)
May be eligible for City of Thunder Bay funding through the Housing Accelerator Fund or CI
Illegal or Unauthorized Suite
A suite is considered illegal if it:
Was built without permits
Fails to meet fire, plumbing, or building codes
Lacks proper zoning approval or violates setback/density rules
Cannot be insured properly or financed as a legal rental
May be subject to bylaw enforcement, fines, or mandatory removal
Non-Conforming (Legal Non-Compliant)
Some suites are technically “legal non-conforming”, meaning:

✘ But no longer meet current codes or zoning
⚠ Often can’t be altered or expanded without upgrades to current standards
